Wright is justified in refusing to say the speech because the speech is his and refuses on principal because it is not his speech and if he did say the speech that he did not write he would be lying to his audience and himself. To him it seems that there is no reason to even have bothered writing a speech if it is not original. In addition it defeats the entire purpose of the speech to have it be written by the teacher since it is supposed to be a display of the students knowledge. Richard has clearly made it a point that if he has to be treated as second class by people, he would rather not be treated by those people at all. Because of this Richard stays true to principal even when it meant that he would face adversity as a result of his decisions. Richard Wright always chooses to not conform to what is easy, and as a result does not say a speech that he does not write.
